Bihar Action Plan of Climate Change (BAPCC) – ‘Building Resilience through Development’.
Climate change is one of the biggest problems the world is facing. Following the United Nations Framework Convention on Climate Change (UNFCCC) India made NAPCC (National Action plan for climate change, India) and asked the states to make prepare State Action Plans for Climate Change (SAPCCs. Bihar following the line of NAPCC prepared SAPCCs. The overall motto of Bihar Action Plan of Climate Change (BAPCC) – ‘Building Resilience through Development’.
Overall Approach, Principles, and Strategies
BAPCC provides an overarching climate response framework at the State Government level to reduce vulnerability; reduce hazards and exposure; pool, transfer, and share risks; prepare and respond effectively; and increase capacity to cope with unforeseen events, while articulating flexible sector specific response strategies and actions keeping in mind the overall Vision.
Key elements of the climate response strategy of Bihar:-
The BAPCC will develop the detailed climate vulnerability and risk analyses for all districts, as well as specific analyses pertaining each of the sectors addressed in the BAPCC.At present it is non-existent.
