The State Disaster Management Plan Section -I
In the background of losing its natural resource base and prone to all sorts of hazard: earthquake, flood, cyclonic storm/Gale /Hail Storm, drought, fire, extreme cold and heat waves etc. the state disaster management plan secrion-1 provides broad perspective for disaster management in Bihar. It has well defined vision, mission and objectives.
“To attain a position where people are ready to help themselves, local bodies to extend mutual help, the administration to organize public help and the government to facilitate the helping of helpers.”
"To minimize the loss of life and property by having an appropriate prevention, mitigation & preparedness measures meticulously implemented and a well-rehearsed response, by both government and non-government stakeholders in undertaking search, rescue, relief and rehabilitation operations."
Community as priority.
It has set objectives to attain the vision and mission. The plan provides detailed hazard and vulnerability profile of all districts in the in historical, socio-economical, geographical and environmental context. It treats community as the primary stakeholder. It focuses on disaster risk reduction, prevention, mitigation and preparedness measures.
The plan has been made under the framework of The Disaster Management Act. 2005 and NDMA Guidelines.
