Reaching the most vulnerable across the border-Community based early warning system
Early warning about flood or ant disaster, with appropriate time to respond, may save the life and property of people. While the early warning system has been found working better at global, regional and national level at the local level it has negligible existence. Vulnerable community in outreach area is mostly deprived of early warning system. This gap has been identified by the Hyogo protocol and UNFCCC (United Nations forum convention on climate change).
This gap in early warning system is critical because it aggravates the vulnerability of community. ICIMOD has introduced pilot project of ‘Community based flood early warning system (CBFEWS)’. It is integrated system of tools and plans in which upstream communities, upon getting the information on flood risks, disseminate the information to downstream vulnerable community.
The objective of the project is to facilitate local communities to utilize local resources and capacities to respond to and enhance their resilience to flooding risk. A system has been installed at river. It consists of transmitter unit and receiver unit. These are Low cost instruments which are used to collect flood information and disseminate the real time early warning to downstream communities. Community owns the system of early warning.
