This Handbook is unique. it is critically written on the prevailing practice of “planning for disaster.” It has eight parts. Staring with problem in disaster planning the author says that  present process of planning shows that there is no validated process for evidence-based planning in the literature. It does not take into account the insights from disaster based social science. The handbook provides ten Disaster Planner’s Evidence-Based Criteria.  Based on those criteria it proposes a process that contains eight succinct phases. 

1: The Consensual Hallucination
2: The Wrong Right Answer 
3: Yes Means Yes
4: Mysterious Ways
5: Three Choice Courses 
6: Code Response DNA
7: Prime Cognition
8: Think in the Thick

Each phase follows a common planning structure
  
I.    Strategic Objective (Goal) :- A statement on WHY you’re doing what you’re doing. 
II.    Mission Narrative – a plain language story meant to help you grasp the entire phase. 
III.    Operational Approach – General guidance on the BIG HOW. 
IV.    Objectives – a set of steps describing WHAT you should do the complete that phase. 
V.    Activities/Tactics – the LITTLE HOW used to complete an Objective.
